Maintaining structural access beneath a pedestrian bridge over SR-90 required custom canopy scaffolding with full debris containment netting to satisfy WSDOT environmental standards. We engineered a clamp-only connection system — zero drilling into the historic concrete — and installed overhead protection scaffold with full shrink wrap enclosure for the paint abatement crew. All work was completed with a WAC 296-874 Competent Person on-site for every shift.
